As per these instructions, I'm attempting to configure an S3 bucket to publish messages to an SQS queue when a file is uploaded.
I have two sets of CloudFormation templates.
The first sets up the queue and policy like so:

Googling around seems to indicate that this error would arise as a result of S3 failing to publish a test message, but given that the queue exists and the policy is extremely permissive I can't see why this would be the case. What am I missing?
