I'm able to create a VPN server on Windows via the Remote Access features, but not how to connect to another VPN with a pre-shared key I've got from the remote party.
All Google Results I've tried only shows how to setup Windows Server as the server.

It is properly called: demand-dial interface for a remote site connection.
There is manual from Microsoft. See "Configure the demand-dial interface for the remote site connection" section.
