My basic requirement is, every day after 8PM UTC all the core AWS services like Ec2, RDS and Elastic cache instances should shut down automatically (elastic cache can be terminated). Also if someone starts any of these services manually, the instance type should not exceed T2.medium. Is there any way to achieve all these?

It's certainly possible. Lambda scheduled tasks plus some judicious use of IAM policies could be used.

Instance scheduler can help with part of it, but that requirement is fairly custom so I think you'll need to write it in lambda. Turning caching servers off means they need to be warmed each day, that's unusual. RDS can be turned off, it's a relatively recent feature.
