But I would like to use glossaries
from the package I provide. I mean I would like to have doc.tex

Don't name your package "doc". doc.sty exists already (in latex/base) and glossaries contains special code when it detect that it has been used:
@ifpackageloadeddoc%
%
@gls@docloadedtrue
%
%
@ifclassloadednlctdoc@gls@docloadedtrue@gls@docloadedfalse%

letglsorg@PrintChangesPrintChanges
renewcommandPrintChanges%
begingroup
lettheglossaryglsorg@theglossary
letendtheglossaryglsorg@endtheglossary

In addition, one can check package existence on the command line viakpsewhich file.sty
(don't do it from the folder where doc.sty already existed)

In addition, one can check package existence on the command line viakpsewhich file.sty
(don't do it from the folder where doc.sty already existed)
