The only reliable way is to move the mailboxes to Exchange 2013 for everyone who needs to use ECP. Anything else will quickly become an admin nightmare.
The problem is I get the situation reproducing even after transferring the mailboxes, the whole mailbox database. Exchange 2010 is decommissioned but the problem is still there...I do not hope to get rid of the darn thing without recreating the whole AD.
