Yes, I understand that the firewall is (or at least, should be) blocking that port, and most of the time, the boxes are behind multiple firewalls and routing rules, so it theoretically doesn't matter. However, there are a fair number of default All/Allow/Any/Any in the Windows firewall lists that make it a bit less deterministic.
However, every good practice guideline I know of is just as focused on disabling unnecessary services and not listening when not needed, as it is on blocking.
