I have an old website that I'm trying to set back up on my new Win2016 / Lucee server. This website ran fine back on Windows Server 2008. After solving a few minor issues I now have it running just fine on Windows Server 2016 with one major issue.

Every time I hit this page in a browser Lucee starts the program, but it then hangs. However, if I run that same code on the command line the game processes the turn correctly. It does so silently in the background; there is no UI with these arguments.
I can find no difference between me running it at the command prompt and Lucee running it through cfExecute, except that when I run it in cmd the exe shows up in the task manager under "apps" and when Lucee runs it the exe shows up under "background processes". I always thought this terminology was just a distinction between what was being run by the currently logged in user vs other users, but given the fact that the latter fails it seems like there's more?
TroubleShooting
I'm logged into the machine with the local administrator account when running it at the command line. I have tried running Lucee as both the local system account and local administrator account. I have also removed the read only flag from this folder, changed ownership to the administrator account, and given administrator and everyone full access. So I don't believe this is a permissions issue.
I was getting an error from the command line before enabling the sound service. So it looks like although there is no UI, the game still tries to use some unnecessary resources. I found the root cause through the event viewer in system logs and solved it via this method. There are now no errors appearing there.
I did try allowing Lucee's service to "interact with desktop" but it made no difference.
I also tried breaking this out into a batch file:
"c:SE InstallsSpace Empires IV Gold 194se4.exe" "c:SE InstallsSpace Empires IV Gold 194SavegameTest1a.gam" "fdsa"
When Lucee runs this bat file it hangs and when I run it everything works; same as above.
The game does not appear to produce any logs, and I have no idea how to get any further details as nothing appears in the system logs.
