I have just installed ElasticSearch 7.1.1 on Debian 9 throw apt-get repository
VPS 4GB ram .. 1vcpu

You got connection refused because elasticsearch is not running. You need to investigate why it stopped.

with "service elasticsearch start" the server start, with server started "netstat -tulpn" doesn't show opened ports! ... after that it go on error.. "service elasticsearch status" show FAILED

thanks, solved "at least one of [discovery.seed_hosts, discovery.seed_providers, cluster.initial_master_nodes] must be configured" ... just encommented row cluster.initial_master_nodes: ["node-1"] inside /etc/elasticsearch/elasticsearch.yml
