In a .NET Project (within a solution) we have the SDK defined

<IsPackable>false</IsPackable>
</PropertyGroup>
With the TargetFramework set to 2.2 and a dotnet restore
is run it seems to use the oldest Runtime of 2.2.0 instead of the 2.2.5 runtime (latest as of right now)
If i add a line below in the project file it works and dotnet restore builds using the latest runtime and includes the latest (patched) sub deps.
<RuntimeFrameworkVersion>2.2.5</RuntimeFrameworkVersion>
Why does dotnet / nuget default to the OLDEST runtime by default and is there a way of forcing the latest without needing to update the hundreds of project files? i.e force dotnet/nuget to use the latest runtime.
